การวิเคราะห์ปัจจัยที่ส่งผลค่อโครงสร้างองค์การของส่วนราชการภาครัฐ

    วัตถุประสงค์ของงานวิจัยชิ้นนี้คือ การตรวจสอบความสัมพันธ์ระหว่างปัจจัยที่มีผลต่อโครงสร้างองค์การอันมีอยู่สองทฤษฎีที่แตกต่างกันกล่าวคือทฤษฎีปัจจัยตามสถานการณ์  ซึ่งเชื่อว่าปัจจัยที่มีผลต่อโครงสร้างองค์การมาจากปัจจัยภายในองค์การ  และอีกทฤษฎีหนึ่งที่เชื่อว่าปัจจัยภายนอกมีผลต่อโครงสร้างองค์การมากกว่า  สำหรับเหตุผลที่ทำให้เลือกทั่งสองทฤษฎีนี้มีมาทดสอบในเชิงเปรียบเทียบ  คือ  ทฤษฎีแรกใช้อธิบายองค์การโดยทั่วไปและเป็นแกนหลักในการอธิบายความผันแปรของโครงสร้างองค์การทุกประเภท  ในขณะที่ทฤษฎีที่สองหรือทฤษฎีสถาบันนิยมเป็นทฤษฎีที่กล่าวอ้างว่าสามารถอธิบายความผันแปรของโครงสร้างองค์การประเภทองค์การภาครัฐได้ดีกว่า  อย่างไรก็ดีจากการใช้กลุ่มตัวอย่างเป็ยองค์การภาครัฐหกแห่ง  พบว่าทฤษฎีปัจจัยตามสถานการณ์ยังคงสามามรถอธิบายความผันแปรของโครงสร้างองค์การได้ดีกว่า  ซึ่งแตกต่างจากผลการทดสอบ  และงานวิจัยอื่น ๆ ที่เกี่ยวข้องกับองค์การภาครัฐ  ซึ่งเชื่อว่าองค์การประเภทดังกล่าวต้องตอบสนองหรือผันแปรตามปัจจัยภายนอก  โดยเฉพาะความต้องการของประชาชนมากกว่าปัจจัยภายในองค์การ  ดังนั้นจึงเป็นเหตุจูงใจให้เกิดการวิเคราะห์  และวิจัยต่อไปกับผลการวิจัยในครั้งนี้ที่ไม่สอดคล้องกับหลักการข้างต้น  ซึ่งได้รับการยอมรับเป็นอย่างสูง

The  purpose  of  this  research  is  to  examine  empirically  the  connection  of  the  internal  structure  inplied  by  structural  contingency  theory  and  the  extemal  conditions  implied  by  institutional  theory.  One  was  selected  it  takes  it  the  most  prominent  theory  to  explain  gemeral  organization  structure  while  the  instiutional  theoretic  perspective  was  selectes  bevause  several  authors  see  it  sa  being  relevant  in  understanding  public  sector  organizations.  A  empirical  test  of  the  two  competing  perspective  is  test  in  a  sample  of  six  public  sector  organizations.  We  fine  that  the  structural  contingency  still  explained  munch  more  of  the  variance  in  the  practices  adopted  and  inplememted  by  the  public  sector  organization  than  either  the  institutional  perspective.  However,  this  is  different  from  current  research  in   a  dense  complememts the  legitimacy  theory  view  on  public  dector  organization.  This motivates  future  research  to  understand  these  diffreent  aspects.
