Dr. Chen’s expertise is in Social and Behavior Change Communication (SBCC). He is a seasoned Program Manager with specialization on Results-Based Management (RBM), and Monitoring and Evaluation (M&E). He is also an experienced Trainer and Team Facilitator.
He has over 30 years work experience with UNFPA and UNICEF. His last posts were as UNFPA Regional Coordinator for the Africa Regional Office based in Johannesburg, South Africa, and as UNFPA Regional Adviser for Adolescent Reproductive Health covering countries in East and Southeast Asia.
Before joining UNFPA, Dr. Chen worked for UNICEF in a number of countries as Deputy Representative in Turkey, Chief of Communication & Information Section in Myanmar and Nepal, Education Officer in Bhutan, Communication/Education Officer in Bhutan and Delhi.
Prior to joining the UN agencies, he worked as Electronics Engineer for the American Embassy in New Delhi, India, and has also taught mechanical, electrical and electronic engineering in India and Bhutan.
Dr. Chen earned his Ph.D. in Social Marketing and Communication from the Intercultural Open University, Netherlands; MPH from the University of Massachusetts, USA; MA in Sociology from the University of Mysore, India and Post-Graduate Diploma in Public Relations & Advertising from the Institute of Marketing & Management, India. His undergraduate study was in Engineering.
