Achieving the Sustainable Development Goals (SDGs) set by the United Nations will require strong competencies in project planning and management knowledge and skills with focus on results-based management (RBM) and monitoring & evaluation (M&E). The course is designed to address this crucial capacity for those working in various government development ministries, UN and international agencies, NGOs and donors. The workshop recognizes that when results are not explicitly factored into the planning and budgeting process, we often tend to let the projects manage us instead of us managing them. Experience indicates that clarity in direction invariably lead to enhancing the effectiveness and efficiency of policy makers, planners and project managers.
Importance of RBM and M&E in Project Management
As international donors assistance shrink and internal national financial allocations compete with other national priorities, development program managers are challenged to prove that their projects produce the results that they promise to do in their proposals or manifestos.
Many governments have adopted the results-based management culture in recent years. This methodology, together with a changing mind-set and culture towards achievement of results is often positioned as an important Management Reform. It helps to connect policy, resources, program designs with service deliveries and their effects on communities. But, are Program and Project Managers prepared adequately to implement results-based programs and projects? How will they know what is working and what is not working as the project moves along?
This capacity building training workshop is designed to enhance the knowledge and skills of mid to senior level program/project managers working in government ministries/departments, civil society organizations and the donor community including UN agencies and bilateral aid agencies to understand the intricacy of RBM and the Monitoring & Evaluation system. The course begins with an overview of Project Cycle Management (PCM). At the beginning of a project planning cycle, it is important to determine what results are needed to be achieved, by when, and what needs to be done now, in order to successfully achieve set goals and objectives. Results should be based on a Theory of Change (TOC) that will guide the different phases of project implementation. The course also pays special attention to monitoring system to be set up during the implementation phase and initiating corrective actions. Course contents will include the TOC used for planning program/project interventions, and the use of the Logical Framework Approach (LFA) as a tool to set the hierarchy of results-chain from inputs to activities, outputs and outcomes. Examples will be taken from existing country programs and projects of the participants.
At the end of the course, participants will be able to:
- Understand and utilize the steps and processes of the Project Cycle Management (PCM) ;
- Understand the Theory of Change (TOC) concept and apply it to planning their programs and projects;
- Understand the role and use of the Logical Framework Approach (LFA) and use of the LF matrix for results-based planning, implementation, project management and monitoring & evaluation;
- Be able to develop a systematic implementation plan with the LFA, including results-oriented budget;
- Understand various stages of human resource development (HRD) including recruitment, retention and capacity development as well as managing conflicts;
- Identify major management functions including planning, supervision, leadership, teamwork and effective field-based monitoring of progress;
- Apply acquired knowledge and skills to plan, manage and implement results-based program/project confidently;
- Share learned country experiences from other participants to their colleagues in order to strengthen their own programs/projects;
- Theory and practice of Project Cycle Management (PCM);
- Guidelines to Project and Program Management (PPM);
- Theory of Change (TOC) for program planning;
- Logical Framework Approach (LFA) and LF Matrix as a tool and its application in results-based management (RBM);
- Results-based indicators setting;
- Use of Problem Tree Analysis to identify problems and their causes;
- Introduction to Monitoring & Evaluation;
- Research methodology;
- Quantitative and qualitative data collection and analysis;
- Human Development in the context of RBM
- The course will be very interactive which includes instructor presentations, case studies, individual and group exercises and group presentations;
- There is also a possibility of a field trip within the city or to a nearby province to observe projects using RBM. (Participants will need to pay for additional local transport if this takes place);
- The medium of instruction is in English.
- The course is conducted over a period of 7 working days (Saturday and Sunday are non-working days in Thailand)

- Investment for this course is USD$ 2,000.00 per participant. This goes to pay for tuition fee and all training materials, 7 lunches and 14 refreshments (during the class days) and a certificate;
- The fees do not cover the cost of airfares, airport pick-up and drop-off, local transportation, visa and hotel accommodation;
- ADCC is NOT in a position to offer any scholarships or funding. Participants are encouraged to seek funding opportunities with their employers or funding agencies.

- An “Early Bird” discount of 10% of the tuition fee is provided if the course fee is paid on or before 30 days of the course start date;

- Citizens of some countries need to obtain a visa prior to entry into Thailand. ADCC will assist them to apply for their visa with the Ministry of Foreign Affairs. However, release of the Thai Visa Letter and the Invitation Letter will be made only after receipt of tuition fee;
- For citizens of countries that need to apply for Thai entry visa in another country, they will need to indicate which country they will go to for their visa application (example - Afghan nationals can get their visa in India or Pakistan);
- Please note that the visa processing time takes 1 - 2 weeks here in Bangkok. We suggest that you send your application at least 2 months in advance to ensure on-time release of visa.
TRAINING VENUE & ACCOMMODATION
- The training will take place in the state-of-th art training facilities located within the campus of Dhurakij Pundit University in Bangkok, Thailand;
- Due to traffic conditions in Bangkok, we suggest that participants stay within the university campus or nearby;
- ADCC will block-book rooms for confirmed participants in the DPU Place hotel that is in the university campus (http://www.dpu.ac.th/dpuplace/). The room rate is published in the hotel website and is to be paid by the participant through ADCC, separate from the tuition fee. In case there are no more rooms available, ADCC can help book rooms in nearby selected hotels or guest houses outside the university campus.
- ADCC reserves the right to cancel a scheduled course due to unavoidable circumstances or when the minimum number of participants is not met;
- For a course to be conducted, a minimum of 8 participants are required;
- The course is spread over 9 days with classes from Tuesday to Friday in the first week, and from Monday to Wednesday in the second week. Participants should arrive in Bangkok at least one day prior to start of the training;
